The Empire Rises Again

Important News Brief from HNN (Hyrule News Network)
After years of isolation and internal rifts, the Protoa has finally appeared on the superpower stage again. The Imperium seemed to disappear from the creation of the Imperium of Protoa and the Emperor Charles Faust. The creation of the city of Rapture from the leader in exile, Saiedion Lucian, was seen to be as the most technologically advanced of it's time. From the advents of the newest Technology and the applications of the gene splice. A material known as ADAM-extracted from a sea slug, and EVE-the extractor applicator, advanced the science of people living longer, be stronger, and generally more advanced than most humans. These humans were known as Terrans. As the Terrans increased their useage and their inherent power increased, the Imperium began to take interest in the city state. When the vast amount of the population of the Imperium was invited to join Rapture and proclaim a new nation, a civil war broke out. The war nearly decimated the ADAM and EVE supplies, almost destroying every entire Terran force. The Imperium troops made a fatal mistake though, they also began to use ADAM. The near total destruction of ADAM forced a major pyhrric victory for the Rapture Empire. Charles Faust was killed by his own forces, but Saiedion Lucian still lived on. However, the Rapture Empire was to take over a destroyed landscape.

Emperor Saiedion Lucian stood with his Splicer Units. Most often known as Ghosts, they were the most intimidating to everyone in the nation. Saiedion Lucian also had the same suit that all Ghosts acquired.

"Siro, do you believe that we can acquire more territories that will sway to our might, even after this destructive war?" Emperor Lucian said.

"Mein Emperor, I believe that now that all the undesired people has been purged from our nation, we can defeat anyone we want."
"Very well, Specialist Siro. Prepare the forces for deployment. The Imperium of Protoa would have backed down, but the Rapture Empire bows to no one."

Reconstructing City of Rapture
Saiedion Lucian stood in his recently reconstructed office looking out his viewport. The gentle gurgle of the ocean seemed to always comfort him. After the past wars with many nations in Hyrule, his nation fell into disarray from the civil war. Charles Faust had forcibly moved Lucian out of office to take Protoa off the world stage. The Imperium was going silent finally.

It was after the civil war that Protoa no longer existed. The Rapture Empire had risen from the ashes of a dead nation. And as Saiedion stood watching out the window, he hoped that nations like Metz, would treat the Rapture Empire with a new regard.

"Siro, have the Ghost's 801st Regiment above on the landing platform. Many people have not been able to locate our city for many years. Hopefully the directions I gave were sufficient. Have my 801st ready to receive them."

The Delegates from The Kingdom of Metz had finally arrive after a specialized transport submarine had been commisioned and built for the specific task of reaching the ears of this underwater nation.

They opened the door of the submarine and exited, not knowing what to expect in this different type of world. They hoped that someone would be there to help them immediatly, as they had no further directions.

Siro walked towards the newly arrived Metz Delegates and extended his hand to the one he assumed to be the leader. They shook hands briefly and Siro said, "Welcome to Rapture. I hope you will find our nation and city intriguing. I will apologize ahead of time for the various leaks and disrepair around the city. We are currently rebuilding after the disasterous war nearly destroyed our fair city. If you will follow me, I will lead you to the Great Rapture Hall, where you will meet with Chancellor Ryan and Emperor Lucian."

Siro then turned around and began to walk down a greatly lit hallway, with view ports in the ceiling giving the visitors a grand view of the sea. Using his intuition, he remarked, "This is one of my favorite places to visit in Rapture. It presents the sea in all it's splendor. And far from the wretchedness of a the cold world above."
Noticing that he had a profound effect on the statement he said, "I was born here. I apologize if I offended you, but it was how I was raised. Me as a Ghost, we were trained even harder. We are agents of Death, and we were trained as such."

Siro soon led them to the hall, closing the door behind the guest and guiding to their seats.

"Emperor Lucian will be here shortly. Thank you for coming."

After 5 minutes, a door opened and a man wearing the same Ghost suit as Siro appeared. His breathing was labored, and he had restoration tubes hooked to his helmet and back. It was then that he said, " As my Dragoons have said before, 'I have returned'. Za Khaladas my guests. I am Emperor Lucian."

Minister Saren walked down the main hall with purpose. As he approached the bathysphere docking, he noticed that the Jonfor Diplomats were waiting patiently.

He then said, "I imagine that you represent Jonfor? Very good, nice to have you. Please, follow me."

Saren then turned around and started walking towards the Great Rapture Hall. He opened the door and motioned the Diplomats in.

Emperor Lucian then smiled. "Greetings, members of Jonfor. I am Emperor Lucian. As I have stated to my friends from Metz, it has been awhile."

Emperor Lucian accepted the pistol and smiled. "Thank you very much. Please accept our gift from our nation." He handed John a 2 syringes: one of a blue color and the other, red.

"John, the red syringe is known as ADAM. It contains Plasmids that alter the structure of some parts of the body. Nothing extraordinary, simply certain aspects of the body. You may use it to replicate the ADAM or we can process it for you. The blue syringe is known as EVE, the applicator for your body to accept the ADAM. Without it, the plasmids would run rampant in your body and would probably kill you. Remember, always use EVE with ADAM."

Lucian then leaned back in his chair. "Now that we have the welcome gifts exchanged, we should talk about alliances, economy, and trade relations. What kind of relationship do you wish to have with Rapture?"

"hmmm well from the top , we would like to trade and maybe form a alliance"Said John"but its your choice."

Dear Saiedion Lucian,

Our two nations have grown beside each other for many years prior to your isolation. I would like to extend a hand of diplomacy to your nation and would like to meet with you. We have much to speak of, as our nation has made significant advancements in AI and military technology. I hope that we can become strong allies like we once were.

Saiedion Lucian smiled. "Thank you John. We have Oil, Uranium, and Gold for trade. We would also like to possibly provide a future alliance against anyone who threatens our way of life."

Lucian then stood up and walked to the window and looked at the underwater sea. "This is a wonderful place, indeed. However, it was not always this way. Since the Imperium took notice to our new nation, we had to fight off their forces. They insisted on imposing racial purity and moral values. Bah! We would not succumb to this. So we resisted and made them retreat. The ADAM they stole from us did not have the EVE to applicate it. So they eventually destroyed themselves after they went insane. So now I am here to restore the masses. Though I have a total control of the upper reaches of the government, I have opened further political freedoms to the people, allowing them to govern themselves, to a degree. I hope this ideological government shall prevail."

Siro then alerted Emperor Lucian, "Sir, the nation of Clamparapa has telegramed us with intent to open up diplomatic ties."

Emperor Lucian's eyes opened wide in happiness. "Very, very good! Send them this response of greetings that i will dictate to you immediately!"

Emperor Lucian smiled. "Splendid. If you have any BR55HB SR Battle Rifle Ammo and replacement systems that would benefit us. We have begun our rearming but we are low in the Rifle ammo. We have 10 mm Penetrators and 75mm Heavy Bolters, but we lack a bit in the simple ammo. Now on to the alliance proposition. What kind a of alliance would you be interested in? Would you prefer a simple alliance or would you like to establish a alliance to better our world?"

Lucian smiled, despite himself. "Well then, I believe a establishment of a alliance is in accord. The nation of Rapture Empire and United States of Jonfor will be known as the Global Initiative Directorate. The nations of Zionir and Cartaria also show support to join our alliance. (ooc:puppet nations that i also rp) The will of the GID shall prosper!"

BREAKING NEWS
The Rapture Empire and United States Of Jonfor have signed a treaty to form a alliance like the ones signed in the Glory Days of Hyrule. Known as the Global Initiative Directorate or GID for short, it gives the Rapture Empire and United States of Jonfor excellent defensive, offensive and economic strengths that the ESTO, HTO, Soviet Confederation or Central Powers could only dream of.

In other news, the nation of Sorboldistan expressed condemnation of the formation of the alliance, stating, "The nation of Sorboldistan will never acknowledge this alliance. We are all one in the Peoples Republic of Sorboldistan. Communism will once again rule Hyrule."

Emperor Lucian was pleased. The United States of Jonfor would become a great ally of Rapture. Noticing Jack's eyes glance at the Latin American woman walk in the room, Lucian thought it proper to introduce them.

"Jack, this is Jeheida Rameriez. She is one of my most effective Ghost operatives. And since she has advanced so eloquently in my tests and missions during the civil war, I made her one of my closest advisors." He then pointed to the man who entered the room and sat in the general vicinity of Lucian. " This is the Prime Minister Ace Lucian. He is my brother and my most trusted friend."

Saiedion and Ace looked at each other. Then Saiedion replied, "That sounds splendid. It is not everyday that we get to celebrate such a great occasion. We shall have a great party in the Central Masoleum in Rapture's Poseidon Grand Central."

Saiedion then turned serious. "I would like to warn you. The nations of Sorboldistan and Emprye have tried and tried to end the nation of Protoa since it's creation. And since the creation of the Global Initative Directorate, it will put all of us in the spotlight. We will defend our allies to the end, but I wished to tell you this so you would be prepared. Now then, shall we?"

He then led Jack and John from the room to Poseidon Grand Central...

The Delegate from Metz was suprised to see Saidon Lucien. He was thought to be a man from a history book, one to be looked at, studied and remembered for his presence in the past. Now, this ancient memory appeared before him, and was speaking to him. The delegate gazed upon the man with an intregued look.

"Mr. Lucian. It is great to see you! I was not informed of your position, or your existence, regretfully. I am pleased to meet you and look forward to improving relations with you. This is an amazing place. May I see more?"

The delagate was impressed beyond belief at what was happening around him, and was in awe. He wished to explore more of this underwater marvel and learn about its peoples and culture.

Emperor Lucian smiled at the Metz delegate. "Of course I shall show you the grand city of Rapture. I must make you aware of the fact that since the Rapture Empire and United States of Jonfor and various nations have started the Global Initiative Directorate, we can expect the nations of Sorboldistan and Emprye to voice their disdain in the fact that Democracy still exists."

Lucian sighed for a moment. "Sir, the world is a crazy place. That is why I went to my solitude in this city, making it my capital. After the war, I wanted to rebuild anew. I can only hope that our relations will improve from this time on, maybe even to the point where King Metz joins the GID."

The delegate was under strict order not to agree to anything but a trade arrangement at the moment. He thought about this and then thought of a way to reply to the kind offer.

"I would love to begin positive relations with you, however we must start with a simple trade agreement, or other minor agreement, before our nation will willingly agree to an alliance. Although our nations of the past may have been loyal to eachother, we have come to learn that many things change with time and age. With that I must decline an offer to join an alliance at this moment, if you were going there. Our nation would love to begin friendly relations. And who knows that the future holds. The Kingdom may join the GID anyways. Though I am a simple diplomat, and it it not up to me to agree to such a thing."
